Kalshi stated that its compliance department found reasonable cause to believe Santos engaged in insider trading by attempting to influence the outcome of a market tied directly to his own actions.

According to the platform, Santos placed a series of substantial bets between February 2 and February 25 wagering that he would not attend the speech. These wagers were made despite weather forecasts suggesting potential travel disruptions. Kalshi alleges that Santos then used public social media posts to suggest he intended to attend after all, which drove up the price of contracts betting on his presence. This strategy allowed him to cash out at a profit, earning approximately $17,839 from the trades. The company noted that some of these public statements were false or misleading.
